in review of the recent tragedy that occurred last week at the Texas Rangers baseball game and in the past at other venues/events, how much responsibility is upon the venue to protect the fans in a "reasonable" manner?

this incident was indeed tragic, but where does the responsibility transfer from the venue to the fan?
