I read this as the deal he was working on fell through and he's back to square one.

I dont think he would be messing around with us so much the last week if he did not have something 99% for sure. Probably teasing us all till some official news release is ready to go
One thing is for certain, no other team will have a driver that has had to shake down as many cars and PT has. That might be a big advantage. Like, come on, Simona shaking down the Lotus car right now? How many other new cars had she had to read and develop it's faults and where the changes need to be made?
I can see why Lotus perhaps pushed with Dragon to get Seabass on board, he is awesome at reading cars and will be the best setup person they have to get the Lotus up to speed.
Yeah, all those championships Paul has won cause he got his team ahead of the curve with a new car will pay dividends.
There are drivers that are great, but have horrible feedback to the engineers, and there are average drivers that have fantastic feedback to them.
PT has both, he has great feedback and is a little above average in skill, I think. His experience alone will be a benefit to some team, especiallxy if it's a new one.
