    F-Ducts at Indy

Not saying they should be available, but if they were, how much extra speed would a car carry into T1 and T3 at Indy if the drivers could stall the rear wing?

Depends on the size of the rear wing they are allowed to use. When they were running the wings almost flat like in the 80s, they likely could not have been stalled. I would think that as flat as the wings were on the last generation, any affect from stalling the wing would be very little.

I think they would run more wing to carry more speeds through the corners, so would most likely not be carrying extra speed at the end of the straights with the wing stalled.

They are or at least were running flat through the corners, not a whole lot to be gained when running wings that are already pretty streamlined.
