Why in the world would a new team, blow money on a engine that is going to be at least 6 MPH off the pace, and get lapped every 20 laps on raceday?

Have not teams/drivers etc entered the race every year under this very same scenario - Buick???

Is this not what makes the race excellent?

It's endurance so the Lotus teams may still have a shot if they are in the top 10 towards the end of the race.
