If this if the policy, why would a team NOT cheat? As long as you don't get teched, then you're golden. So all the backmarkers who want to take a chance should cheat their a**es off, as they will only likely get caught if they podium, and even then they'll only get a $5k to $15k fine. This strikes me as completely ridiculous. I mean they admit that Conway's tank could have influenced his finish, then they only get penalized $15k. He won more than that for finishing third!
